On February 13, 2025, Rep. Costa marked President Abraham Lincoln's birthday with a tribute to his leadership and legacy. "Today, we celebrate President Abraham Lincoln's birthday, honoring his leadership in preserving the Union, leading the nation to Civil War victory, and issuing the Emancipation Proclamation," he stated, emphasizing Lincoln's enduring influence on courage, unity, and freedom.

Later that day, Rep. Costa addressed concerns about funding for research institutions in his district. He highlighted the impact of NIH funding cuts on Fresno State and UC Merced. "In our district, NIH funding over $1.4 million supports Fresno State and UC Merced," he wrote on February 13th. He also expressed opposition to capping indirect costs at 15%, joining forces with other representatives to urge the Trump Administration to halt these cuts.

On February 14, 2025, Rep. Costa congratulated UC Merced for its recent academic achievement. "Congratulations to @ucmerced for achieving the R1 research university status from the Carnegie Classification of Institutions of Higher Education," he announced.
