Detectives from the Central California Internet Crimes Against Children (ICAC) Task Force arrested Robinson Thao, 26, and Lily Chang, 24, on December 13. The couple resides in Fresno. Thao is currently held in the Fresno County Jail, while Chang was released on bond on December 14.
The Fresno County District Attorney's Office has filed charges against both individuals. Chang faces a felony charge of possessing Child Sexual Abuse Material (CSAM). Thao is charged with multiple felonies, including sodomy of a child under 14, oral copulation with a child under 14, lewd and lascivious acts with a child under 14, arranging to meet a minor for sexual purposes, and possession of CSAM.
Chang was employed at a childcare center in Fresno; however, detectives have not found evidence linking her to crimes against children there.
