Rep. Jim Costa, who has represented California’s 21st congressional district since 2005, posted a series of statements on X regarding the ongoing government shutdown and its impact on healthcare access for his constituents.
On October 14, 2025, Costa wrote, “Today marks day 14 of the government shutdown. My Democratic colleagues and I are fighting to protect healthcare for hardworking families, including those here in the Valley. If these vital tax credits aren’t extended, 22,000 people in my district will see their healthcare”.
The following day, he addressed the potential consequences of expiring tax credits for families in his district. On October 15, 2025, Costa stated, “Families in CA-21 can’t afford higher health care costs. If Republicans let critical tax credits expire, a family of four earning $64,000 could see their premiums rise by over $2,500 a year. We need a bipartisan solution. It’s time to come to the table and make healthcare”.

Costa has represented California’s 21st district in Congress since 2005, after previously serving in the California State Assembly and State Senate. He was born in Fresno in 1952 and continues to reside there. Costa graduated from California State University, Fresno in 1974 with a Bachelor of Arts degree.
