Costa has been active in public service for several decades; before joining Congress in 2005 after succeeding Cal Dooley, he served in both the California State Assembly from 1978 to 1994 and the California Senate from 1994 to 2002. Born in Fresno in 1952, Costa continues to reside there and holds a Bachelor of Arts degree from California State University, Fresno.
