Rep. Jim Costa, U.S. Congressman representing California’s 21st district since 2005, addressed several issues on his Twitter account on May 20, 2026, including rural housing policy changes, the passing of a former colleague, and national legislative matters.
On May 20, Costa stated: “Alongside my colleagues, I demanded Secretary Brooke Rollins to reverse harmful changes to the Section 502 Direct Loan Program, a key federal program that helps low-income families in rural communities’ access homeownership.
At a time when rural housing affordability has” (posted at 00:38 UTC). The Section 502 Direct Loan Program is designed to support homeownership among low-income residents in rural areas.
Later that day, Costa expressed condolences following the death of a former congressional peer: “I am saddened to learn of the passing of former Congressman Barney Frank, a trailblazing public servant, and a friend, who helped lead our country through the financial crisis and was a powerful voice for the LGBTQ+ community in Congress.

In another post from May 20, Costa highlighted his appearance on local television: “This morning, I joined KMPH-FOX26 Great Day to discuss the Iran War Powers vote, rising inflation, and funding for our veterans.

Costa has represented California’s 21st District in Congress since replacing Cal Dooley in 2005. He previously served in both chambers of California’s state legislature between 1978 and 2002. Born in Fresno in 1952 and currently residing there, Costa graduated from California State University, Fresno with a BA in 1974.
