Rep. Jim Costa, a long-serving member of the U.S. Congress representing California’s 21st district, recently shared his views on healthcare and social welfare through a series of tweets. Costa, who has been in office since 2005 after succeeding Cal Dooley, highlighted pressing issues affecting his constituents and proposed legislative measures to address them.

On May 17, 2025, Costa expressed concerns about the state of healthcare in the San Joaquin Valley and nationwide. He noted that “patients are waiting longer for care, and hospitals are operating beyond capacity.” In response to these challenges, he announced legislation aimed at encouraging federal intervention to “train, recruit, and retain” nurses in communities facing shortages.

In another tweet posted later that day, Costa addressed misconceptions about Supplemental Nutrition Assistance Program (SNAP) recipients. He stated that “most SNAP recipients already work, often in low-wage or seasonal jobs.” Emphasizing the importance of SNAP benefits in bridging financial gaps for low-income workers, he argued against reducing these benefits as it would not incentivize harder work but rather increase hunger.

Further elaborating on potential policy changes to SNAP, Costa criticized proposals that would “push more costs onto states and penalize families for minor paperwork mistakes.” He highlighted how such measures could disproportionately affect rural communities by forcing parents and older adults to work additional hours just to maintain their food security.

Jim Costa was born in Fresno, California in 1952 and currently resides there. He graduated from California State University, Fresno with a Bachelor of Arts degree in 1974. Before serving in Congress, he was a member of the California State Assembly from 1978 to 1994 and served on the California Senate from 1994 to 2002.
