FOIA Request to California State University, Fresno Regarding Chinese National Students on June 3, 2025.
We at the Fresno Leader have submitted a request under the California Public Records Act § 6250 et seq. seeking information about Chinese National students at California State University, Fresno. Our request aims to obtain comprehensive records that shed light on various aspects of these students’ academic and financial engagements with the university.
Specifically, we are requesting documents or lists that detail all current students who are Chinese Nationals and their respective departments of study. If student names are protected by privacy laws, we have asked for the total number of such students broken down by department instead.
Additionally, we seek information regarding scholarships awarded to these students. This includes the amount of each scholarship received by Chinese National students and the sources of these scholarships. We also aim to identify any recipients of scholarships affiliated with the Chinese Scholarship Council.
Furthermore, our request includes any policies or procedures that outline how the university monitors its students, including those who are Chinese Nationals, to safeguard intellectual property and other confidential information.
As a media organization dedicated to transparency and accountability in public institutions, we believe access to this information is crucial for informing the public and holding institutions accountable. We have requested a fee waiver based on our role in disseminating news and our affiliation with The Coalition Opposing Governmental Secrecy, a non-profit organization that assists media companies in investigating governmental actions through Freedom of Information and Sunshine Laws.
