Lee Zeldin, Administrator of the Environmental Protection Agency (EPA), announced that President Trump’s signing of Congressional Review Act resolutions has effectively ended California’s electric vehicle mandates and restored consumer freedom. The statement was made on the social media platform X.
“TERMINATED! President Trump just unplugged California’s EV mandates by signing three Congressional Review Act resolutions into law,” said Lee M. Zeldin, Administrator of the U.S. Environmental Protection Agency. “Today is a great day for consumer freedom!”
According to Congress’ website, H.J.Res. 88 is a Congressional Review Act resolution that overturned a Clean Air Act waiver. This waiver had previously allowed California to mandate that 80% of new cars sold in the state be electric or plug-in hybrids by 2035. The resolution passed both chambers of Congress and was signed into law in June 2025, blocking California and other states from enforcing stricter electric vehicle sales requirements.
BillTrack50 reported that Adam Gray, U.S. Representative for California’s 13th district, voted against H.J.Res. 88. Supporters of the resolution argue it would “preserve affordable vehicle options for families” and prevent “the federal government from imposing California’s EV mandate on the rest of the country.” They claim that opposing the resolution would limit consumer freedom by forcing families to purchase more expensive electric vehicles, thereby reducing access to affordable gasoline-powered cars and trucks.
According to Bdaily, Nissan has expressed concerns that green targets for electric vehicles could result in significant job losses. The company warned that mandates for rapid EV adoption might compel automakers to cut positions or relocate operations, impacting workers across the manufacturing supply chain. Nissan emphasized the importance of a balanced approach to vehicle standards to protect employment and support domestic industry.
Lee Michael Zeldin is an American attorney, politician, and officer in the United States Army Reserve. He has been serving as the 17th administrator of the Environmental Protection Agency since January 29, 2025. Before his current position, Zeldin served as a U.S. Representative from New York with experience in both law and public service.
Adam Gray is a Democrat representing California’s 13th congressional district, which includes parts of the Central Valley with a mix of Democratic and Republican voters. He was elected to Congress in 2024 after serving in the California State Assembly and has worked on issues related to agriculture, water policy, and economic development.
